       Midwest Airlines Center - Milwaukee Wisconsin

 

 

Early Origins

Prism Technical can trace its roots in developing special programs designed to increase the number of minorities and women on major construction projects back to the development of the Midwest Airlines Center (formally Midwest Express Center).

Randy Crump, Senior Associate and co-owner of Prism Technical had been appointed by Milwaukee Mayor John O. Norquist as a founding board member of the Wisconsin Center District.  The number one job of the new board was the selection of a Design/Build team to construct a new convention center for downtown Milwaukee.

The $170 Million Wisconsin Center project was pulled together through a complicated financing plan offered by then Governor Tommy Thompson and the Wisconsin Legislature.  In its final form, the project called for:

Furthermore, once local officials had an opportunity to shape the project, they added provisions for the City of Milwaukee’s Emerging Business Enterprises Program (then Disadvantaged Business Enterprise Program).  Facing an election midway through construction, the Mayor wanted a representative on the board that would address these matters with the same conviction as he/she would the important technical details of the project.  Randy was appointed to the board because of his past demonstrated passion for honesty and integrity in dealing with matters of minority participation on public works projects.

As one of only four business owners on the board, and the only minority business owner, Randy knew it was important to place a Project Monitor on the Owners Representative team to review bid documents submitted and to determine if work to be performed by MBE and WBE firms was actually within their scope of capabilities.  A Monitor would also make contract and workforce diversity an important project element.  As a result of his pioneering efforts in this regard and a reasonable approach to participation, the Wisconsin Center went on to achieve all legislated and board mandated goals.  From this role, Randy gained a no nonsense reputation for seriously addressing issues of participation.

Gradually, Prism Technical - which began as an engineering and fabrication business shifted its focus to solving "human and business issues" with its first assignment being the construction of the nearly $400 million Miller Park.  To this date, the stadium project remains the largest single construction project in state history.  The ballpark construction more than doubled the entire budget for the Midwest Express Convention Center.
